Tax Structure
Taxes are billed by the counties. The Tax bill is mailed before the end of January to the owner of record. Property taxes are collected during the current year for the prior year. For example, 2007 taxes are due and payable in 2008.

Tax Sales
TAX LIEN SALE FOR UNPAID TAXES:
Delinquent Real estate taxes are advertised once a week for three (3) consecutive weeks prior to the annual tax lien sale held late October or early November. Taxes remaining unpaid are sold at the Tax Lien Sale for the amount of taxes, accrued interest, advertising, and other applicable charges. All payments made from October 1 through the day before the tax sale must be paid with cash or certified funds.

Real estate tax liens may be redeemed at any time within three (3) years from the date of sale or at any time before a tax deed is issued. Tax deeds may be legally issued 3 years after the date of sale. Failure to redeem tax liens may result in loss of the property.
Public Trustee
 
The Governor of the State of Colorado appoints the County Public Trustee for a term concurrent with the Governor. The powers and duties of the Public Trustee are to execute foreclosure on Deeds of Trust in default or to release Deeds of Trust that have been satisfied.
Calculating Taxes
Property tax is calculated by multiplying the assessor’s appraised (actual) value of the property by the assessment rate to get the assessed value. The assessed value is then multiplied by the mill levy.
The taxes on a residential property valued at $100,000 with a mill levy of 57.25 would be calculated as follows:
$100,00 x 7.96% = $7,960 x .05725= $455.71
(Actual Value) x (Assessment Rate) = (Assessed Value) x (Mill Levy) = Tax Dollars

Mill levies are the rates of taxation set by each taxing authority, not the Assessor’s office. Each tax authority has a district boundary. A taxpayer’s total mill levy is calculated based upon where their property is located. The county, towns, schools and special districts each have a separate mill levy, which is indicated on the annual tax bill from the County Treasurer.
 
What is an Assessment Rate?
The assessment rate is the percentage paid by a tax payer based on property classification. The residential assessment rate is subject to change by the Colorado Legislature each odd numbered year. For example, the residential assessment percentage is 7.96 with all other property classifications being 29 percent.
